Manufacturer's Laboratory Recognition Program

The Keystone Manufacturer's Laboratory Recognition Program enables StarGuardTM participants to employ their own "first party" laboratories for qualification and, under certain circumstances, verification testing.

Keystone-recognized first party test laboratories shall operate in accordance with ISO/IEC 17025:2005, General Requirements for the Competence of Testing and Calibration Laboratories and may apply for Keystone recognition as a "WMTL" (Witnessed Manufacturer's Testing Laboratory) or a "SMTL" (Supervised Manufacturer's Testing Laboratory).

A WMTL is recognized to perform StarGuardTM qualification and verification testing after demonstrating conformance with ISO/IEC 17025 documentation and operational requirements, and all such tests must be witnessed by Keystone Technicians.

A SMTL may or may not be accredited by an independent EPA recognized Accreditation Body. SMTL quality management system and operations must conform with ISO/IEC 17025. Keystone technicians verify quality management system implementation and witnesses StarGuardTM Program qualification testing at Keystone's discretion (minimum once per year).
